There used to be a "Launch" option within the "..." but now I only see "View Report" and "Delete." Is this another defect in 6.9.3 or is the "Launch" button located somewhere else?

Must of have been a defect in that release. It's there for me in 6.11 P1
You could go back to the Silverlight page and kick it off.
